摘要
随着国家对文化遗产保护工作的重视以及公众文化遗产保护意识的提升,越来越多的社会力量加入到文化遗产监管行列。根据在文化遗产监管中的类型和作用,可以将社会力量参与文化遗产监管的主体构成分为社会组织、企业、新闻媒体和公众四大类。社会力量的监管对象包括对文化遗产安全监管和文化遗产法治监管,监管方式为人力辅助型、信息辅助型和专业辅助型。社会力量参与文化遗产监管机制总体表现出如下趋势和特征:社会力量参与文化遗产监管的政策框架初步建立;社会力量参与文化遗产监管的方式逐渐丰富;社会力量对参与文化遗产监管的价值认同逐步提升;科技在社会力量参与文化遗产监管中的作用日益凸显。
With the increase in public awareness of cultural heritage preservation and the national emphasis on cultural heritage protection,more social forces are joining the ranks of cultural heritage supervision.Based on their roles and types in cultural heritage supervision,the main participants from social forces can be categorized into four groups:social organizations,enterprises,news media,and the general public.The scope of supervision includes the safety and legal compliance of cultural heritage,while the methods of supervision encompass manpower assistance,information assistance,and professional assistance.Overall,the mechanism for social forces’participation in cultural heritage supervision demonstrates the following trends and characteristics:a preliminary policy framework has been established;the methods of participation are gradually diversifying;the value recognition of social forces in participating in supervision is steadily increasing;and technology is playing an increasingly prominent role in this process.
