摘要
民主集中制是党的根本组织原则和领导制度。新时代不折不扣贯彻好这一制度,对于党和国家事业发展至关重要。针对一段时期以来当前实践中存在的“发扬民主不够、正确集中不够、开展批评不够、严肃纪律不够”等突出问题,必须坚持系统思维,从“关键少数”与制度机制两个维度协同发力、一体推进。一方面,要紧紧抓住领导干部这个“关键少数”,通过强化思想淬炼与能力训练,提升其贯彻民主集中制的自觉和本领,发挥示范效应;另一方面,要夯实制度机制这个“根本保障”,着力完善发展党内民主、实行正确集中的具体制度,强化制度执行的刚性约束,确保民主集中制在实践中落地生根、有效运行。
Democratic centralism is the fundamental organizational principle and leadership system of the Party.In the new era,fully implementing this system without any compromise is of vital importance for the development of the cause of the Party and the country.In response to the prominent problems that have emerged in current practice over a certain period of time,such as“insufficient promotion of democracy,insufficient correct concentration,insufficient conduct of criticism,and insufficient enforcement of discipline”,we must adhere to a systematic approach,working together from both the“key minority”perspective and the institutional mechanism aspect to jointly promote and advance the cause as a whole.On the one hand,we must firmly focus on the“key minority”of leading officials.By strengthening ideological training and capacity building,we can enhance their consciousness and ability to implement democratic centralism,and thereby exert a leading example effect.On the other hand,we must strengthen the“fundamental guarantee”of the system and mechanism,focus on improving the specific systems for developing intra-Party democracy and implementing correct centralization,and enhance the rigid constraints on system implementation to ensure that the system of democratic centralism takes root and operates effectively in practice.
