摘要
结合地理信息系统(GIS)与HEC-RAS水动力模型耦合方法,对长治河流域防洪结构性能及河道容量变化进行了系统评估,通过构建高精度数字高程模型(DEM)及110个河道横断面,结合25年一遇洪水水文过程与30天河湖水位实测潮汐数据边界条件,定量分析了泥沙淤积对河道泄洪能力的影响。结果表明,长治河当前有效泄洪能力已由设计初期的550m^(3)/s(25年一遇标准)降至400m^(3)/s,主要归因于上游流域泥沙在CS.19~CS.67河段的持续淤积;水力模拟显示CS.34等断面在550m^(3)/s流量时出现0.4m的水位超限现象,验证了现有防洪设施的承载能力不足。本研究提出的GIS-HEC-RAS耦合评估方法,不仅为长治河防洪工程改造提供了精准的薄弱区段定位和容量衰减量化依据,更为类似流域的防洪能力动态评估建立了可推广的技术框架。
A systematic evaluation was conducted on the performance of flood control structures and changes in river capacity in the Changzhi River Basin based on the coupling method of geographic information system(GIS)and HEC-RAS hydrodynamic model.By constructing a high-precision digital elevation model(DEM)and 110 river cross-sections,combined with a 25 year flood hydrological process and 30 day measured tidal data boundary conditions,the impact of sediment deposition on river discharge capacity was quantitatively analyzed.The research results indicate that the current effective flood discharge capacity of Changzhi River has decreased from 550m^(3)/s(25 year return period standard)in the initial design stage to 400m^(3)/s,mainly due to the continuous sedimentation of sediment in the upstream basin in the CS.19~CS.67 section;Hydraulic simulation shows that at a flow rate of 550m^(3)/s,CS.34 and other sections experience a water level exceeding 0.4m,which verifies the insufficient carrying capacity of existing flood control facilities.The GIS-HEC-RAS coupling evaluation method proposed in this study not only provides accurate weak section positioning and quantitative basis for capacity attenuation for the renovation of flood control projects in Changzhi River,but also establishes a scalable technical framework for dynamic evaluation of flood control capacity in similar watersheds.
