摘要
本文从家庭参与角度对美国联邦教育法案进行系统梳理,全面了解美国公共图书馆家庭参与理念的政策保障,期望能对我国公共图书馆推行家庭参与理念提供制度层面上的参考与借鉴。采取历史分析法对以《开端计划法案》为核心的早期教育法案和以《初等与中等教育法》为核心的学校教育法案进行梳理和内容剖析。研究发现,联邦教育法案为公共图书馆贯彻家庭参与理念提供思想上的指导、经费上的保障和项目上的配套。早期教育和学校教育是家庭参与理念与公共图书馆结合的两个领域,前者为两者结合提供切入点,后者使得两者结合得以延续。从家庭参与框架的制定、家庭参与策略的实施到家庭参与项目的推广,公共图书馆对于家庭参与理念的贯彻与早期教育、学校教育领域内家庭参与理念的推行之间都是一脉相承的。
This paper systematically exams U.S.federal education acts from the perspective of family participation,with the goal of understanding how these policies support and shape the concept of family engagement in public libraries in the United States.By analyzing the institutional guarantees embedded in these acts,it aims to provide policy insights and references for implementing family engagement initiatives in public libraries in China.By adopting historical analysis,this paper reviews and analyzes early-childhood education legislation centered on the Head Start Act and school-age education legislation centered on the Elementary and Secondary Education Act.Federal education acts provide ideological guidance,financial guarantees,and project support for public libraries to implement the concept of family participation.Early-childhood education and school-age education are the two fields where the concept of family engagement intersect with public libraries.The former provides an entry point for integrating family engagement into library practice,while and the latter enables its sustained development.From the formulation of the family participation framework to the implementation of strategies and the promotion of related projects,the evolution of family engagement in public libraries aligns closely with its progression in early-childhood and school education.
