摘要
在电子文件单轨制管理全面确立与新修订《档案法》实施的背景下,电子文件的真实性、完整性与可用性成为维系其法律效力与凭证价值的关键标准。针对当前研究偏重保障机制而忽视审核机制的问题,以范式转换为切入点,从静态保障转向动态审核,系统构建电子文件“三性”审核的理论框架与技术体系,旨在为电子文件长期保存与法证应用提供系统化、智能化支撑。
Against the backdrop of the full establishment of the single-track system for electronic document management and the revision and implementation of the new archives law,the authenticity,integrity and availability of electronic documents have become the key criteria for maintaining their legal effect and evidential value.In response to the current research that emphasizes the guarantee mechanism while neglecting the review mechanism,this paper takes paradigm shift as the entry point,moving from static guarantee to dynamic review,and systematically constructs the theoretical framework and technical system for the“three characteristics”review of electronic documents,aiming to provide systematic and intelligent support for the long-term preservation and forensic application of electronic documents.
