摘要
本文聚焦于资产评估行业内日益加剧的“内卷式”竞争现象,对其内在逻辑、外在表现、深层成因及系统性治理对策进行了全面深入的剖析。本文核心观点认为,资产评估行业的内卷是宏观经济增速换挡、行业供给结构性过剩、监管政策调整以及评估机构自身发展路径同质化等多重因素耦合作用的必然结果其核心表现为以无底线价格战为导向的非理性竞争,导致行业投入的边际产出持续递减,执业质量出现滑坡,最终损害了行业整体价值与公信力。针对这些问题,本报告提出了一套“多方协同,内外兼修”的组合治理框架。
This paper focuses on the increasingly intensifying phenomenon of"involutionary competition"within the asset appraisal industry.It provides a comprehensive and in-depth analysis of its inherent logic,external manifestations,deep-seated causes,and systematic governance countermeasures.The core viewpoint of this study is that the involution of the asset appraisal industry is an inevitable outcome of the combined effects of multiple factors,including a slowdown in the macroeconomic growth,a structural oversupply in the industry,adjustments in regulatory policies,and the homogenization of development paths among appraisal firms.Its core manifestation is irrational competition driven by bottom-line price wars,leading to a continuous decline in the marginal output of industry inputs,a deterioration in professional service quality,and ultimately,damage to the industry's overall value and credibility.In response to these issues,this paper proposes a"multi-party collaborative,internally and externally integrated"governance framework.
