摘要
生成式人工智能是数字时代的先进技术代表。作为新质生产力的重要驱动力,它持续影响着生产要素的组合与运用,进而形成独特的运行机制。生成式人工智能能改变价值实现路径,构建创新生态循环,助力技术跨越发展与风险管控,以其强大的创造性驱动尖端技术创新;它也能搭建要素流通桥梁,构建柔性流程体系,动态塑造产业融合网络,凭借其深度适应性推动产业协同融合;此外,它还能重构价值维度,转变要素组合模式,实现精准配置,以其高度智能性优化生产要素配置。然而,生成式人工智能在赋能新质生产力的过程中,仍面临技术、安全、法律及伦理等方面的潜在风险。具体表现为:现有技术具有不稳定性与脆弱性;数据安全保护与个人隐私泄露问题突出;生成式人工智能的法律责任界定尚不清晰以及技术性与结构性的伦理挑战。为此,应加快核心技术创新研发,构建安全风险预警调控机制,通过健全相关法律法规明确生成式人工智能的法律权责,并推动形成多元协同的人工智能防控生态。
Generative artificial intelligence(GAI)represents a fronter development of digital age.In this era,as a key driving force of new quality productivity,generative artificial intelligence continuously reshapes production factors,and give rise to distinctive operational mechanisms.On the one hand,it transforms value realization pathways,foster innovative ecosystems,and support technology leapfrogging and risk management,thereby driving cutting-edge technological innovation through its strong creative capacity;on the other hand,it facilitates factor circulation,construct flexible process systems,dynamically shapes industrial integration networks,and promote industrial coordination and covergence through deep adaptability.Moreover,it can also reconstruct the value dimension,transform factor combination modes,and enable precise allocation,thus optimizing the configuration of production factors with a high degree of intelligence.However,empowering new quality productivity with generative artificial intelligence still faces significant potential risks at the technical,security,legal,and ethical levels.These risks stem from instability and vulnerability of existing technologies,prominent challenges related to data security protection and personal privacy leakage,the ambiguity surrounding legal liability for GAI,as well as technical and structural ethical dilemmas.Accordingly,it is imperative to accelerate the innovation and research and development of core technologies,establish a comprehensive security risk early-warning and regulatory mechanisms,clarify the legal rights and responsibilities of generative artificial intelligence through the improvement of relevant laws and regulations,and form a diverse and collaborative AI prevention and control ecosystem.
