摘要
探明不同区域农业水价定价及其影响因子的差异性,是深入推动农业水价综合改革的基础。本文以广东省大中型灌区为例,量化分析6个灌溉分区现行农业水价与用水收费情况,得出了各灌溉分区水价合理定价的主要影响因子。结果表明:广东省大中型灌区执行水价整体呈现出西高东低、北高南低的分布趋势;不同收费情况下农业水价定价及其主要影响因子存在差异,在已收费区域主要受当地可供水量、农田灌溉水有效利用系数、粮食作物占比和干渠衬砌率的显著影响,在暂未收费区域则缺乏对当地水资源禀赋、干渠衬砌率等方面的考虑。各区域应结合实际建立精细化水费收缴—水价匹配度评价机制、构建实时且多维度的水价影响因子动态数据库,基于问题导向形成水价动态调整机制,因地制宜地调整用水价格,为持续夯实推进农业水价综合改革奠定基础。
Identifying the differences in agricultural water pricing and its influencing factors across various regions is fun-damental for the advancement of comprehensive reforms in agricultural water price.Taking the large and medium-sized irri-gation districts in Guangdong Province as a case study,the current agricultural water price and water charging conditions in six irrigation sub-regions were quantified and analyzed,and the main influencing factors for reasonable water pricing in each irrigation zone was identified.The results indicated that the overall water pricing in large and medium-sized irrigation areas in the province exhibits a distribution trend of higher prices in the west and lower prices in the east,as well as higher prices in the north and lower prices in the south.The factors influencing agricultural water pricing differ under various charging scenarios.There are differences in agricultural water pricing and its main influencing factors under different charging condi-tions.In the charged areas,it is mainly influenced by the local available water supply,the effective utilization coefficient of irrigation water in farmland,the proportion of grain crops,and the lining rate of main canals.In areas where fees have not yet been collected,there is a lack of consideration for local water resource endowments,canal lining rates,and other aspects.Each region should establish a refined water fee collection water price matching evaluation mechanism based on actual condi-tions,and build a real-time and multi-dimensional dynamic database of water price impact factors.Based on problem orien-tation,a dynamic adjustment mechanism for water prices is formed,and water prices are adjusted according to local condi-tions,laying the foundation for the continuous consolidation and promotion of comprehensive agricultural water price reform.
