知识视角下的基层社会治理创新扩散:基于两个典型案例的比较分析

The Innovation Diffusion in Grassroots Social Governance Innovation from the Perspective of Knowledge:A Comparative Analysis Based on Two Typical Cases

摘要 基层社会治理中虽存在大量创新难以推广的困境,但部分举措仍实现了跨区域扩散。基于知识视角,“社区花园”与“社区协商”两个典型案例呈现了创新扩散的逻辑,程序性知识为之提供了可操作前提,知识成果的可视化是创新获得采纳的关键,程序性知识与在地知识的融合促成创新与治理情境的适配。政府采纳、公众吸收与社会倡导共同推动创新知识的形成与扩散。程序性知识类型不同,扩散样态亦有差异。专业技能通过“教授—学习”实现授人以鱼式扩散,通用规程则借助“培育—应用”达成授人以渔式扩散。两条路径均能促进创新知识在本地扎根与向外推广。知识视角为理解基层社会治理创新扩散提供了新路径,也在一定程度上弥合了创新趋同与趋异之间的理论分歧。 Although there is a dilemma that a great deal of innovation is difficult to be promoted in grassroots social governance,some measures have still achieved cross-regional diffusion.From the perspective of knowledge,two typical cases of“community garden”and“community negotiation”shows the logic of innovation diffusion.Procedural knowledge provides it with an operable premise,the visualization of knowledge achievements is the key to the adoption of innovation,and the integration of procedural knowledge and local knowledge promotes the adaptation of innovation to the governance context.Government adoption,public absorption and social advocacy jointly promote the formation and diffusion of innovative knowledge.Different types of procedural knowledge lead to differences in diffusion patterns.Professional skills diffuse in a“teaching-learning”manner,while general procedures diffuse through“cultivation-application”methods.Both paths can promote the rooting of innovative knowledge locally and its promotion outward.The perspective of knowledge provides a new path for understanding the diffusion of grassroots social governance innovation,and to a certain extent bridges the theoretical divergence between innovation convergence and divergence.
