摘要
青年发展型县域建设是县域城镇化进程的重要战略举措,也是优化县域人口结构和推动区域协调发展的现实需要。将我国县域划分为大城市周边县域、专业功能县域、农产品主产区县域和重点生态功能区县域四类,依此讨论第一批不同空间类型的试点县域建设现状与特征。比较分析发现,各县在政策支持下改善了物质空间环境,但产业结构与区位条件的不同导致青年吸引力差异较大,且普遍存在青年参与度不高、青年产业链接程度迥异、青年服务供给不足、阶段性政策效应评估缺位和社会氛围尚未形成等问题。对此,面向涵盖产业、物质、社会的多重空间涵义,联动协同产业布局、空间规划、社会政策、社会质量4个维度,嵌入制度保障,从整体性视角建构实施路径,以期为我国县域青年发展型城市的友好建设提供借鉴。
The construction of youth development-oriented cities is a crucial strategic initiative in the process of county urbanization,as well as a practical necessity for optimizing county population structures and promoting regional coordinated development.By categorizing China's counties into four types—those adjacent to large cities,those with specialized functions,those in major agricultural production zones,and those in key ecological functional zones—this study examines the current status and characteristics of the first batch of pilot counties.A comparative analysis reveals that while all counties have achieved improvements in physical space optimization with policy support,significant disparities exist in their attractiveness to young people due to differences in industrial structures and locational conditions.Common challenges include low youth participation,varying degrees of linkage to youth-oriented industries,insufficient provision of youth services,a lack of phased policy impact assessments,and a supportive social environment to be established.In response,this study proposes a holistic implementation framework based on the concept of spatial friendliness,which encompasses industrial,physical,and social dimensions.By synergizing industrial layout,spatial planning,social policies,and social quality across four dimensions,and embedding institutional safeguards,the study aims to provide insights for advancing youth development-oriented city construction in China's counties.
