摘要
总督、巡抚能否有效协作配合,直接关乎清末各省新政改革成效。清末新政时期,鄂督张之洞与鄂抚端方共事近三年之久,两人在教育领域并非如学界指出的仅有合作的一面,更存在争夺留学教育管理权、女学观念迥异、教育布局构想抵牾等方面的矛盾分歧。上述现象的产生,与两人政治性格的差异性以及同为改革派竞逐新政劳绩密切相关,同城总督、巡抚难以避免的权力博弈也起到推波助澜作用。教育是清末湖北新政中最值得称道的领域之一,张之洞、端方皆钟情于兹而又存在矛盾分歧的事实,昭示出相同追求并不必然形成推动事业发展的合力以及总督、巡抚在改革中形成“竞争”关系的基本历史面向。
The cooperation between Zongdu(总督)and Xunfu(巡抚)was an important factor affecting the effectiveness of provincial New Policy reform in the late Qing Dynasty.For nearly three years worked together,Zongdu Zhang Zhidong and Xunfu Duan Fang had not only cooperation as pointed out by academic,they also had serious contradictions and differences,such as the competition for management rights of studying abroad,the views of female education,the conflicting educational layout.It was directly related to their individual differences and competition for educational control,also power struggle between Zongdu and Xunfu in same city fueled the situation.Education was one of the most proud reform fields of Hubei,in which the two governors all devoted great energy and also their conflict gathered,highlighting same career pursuit did not necessarily form a joint force and the basic aspect of competition between two governors in the New Policy period.
