摘要
行政与自治的耦合发展是我国乡村治理现代化的应有之义,需要满足“资源—权责—方式—监督”4个维度的条件,即行政投入与自治需求适配、行政权责与自治权责边界清晰、行政刚性与自治柔性相互兼容、行政监督与自治监督双向发力。“清单制”作为乡村治理领域的一项制度创新,在实践中形成了服务型清单制、权责型清单制、任务型清单制、监督型清单制等4种类型,并在乡村治理中有效调节行政与自治的关系,从而推动行政与自治的耦合发展。“清单制”体现了行政与自治耦合发展“制度理念—制度内容—制度运行—制度约束”的制度化逻辑,即在制度理念层面体现了行政效率与自治活力的内在联结、在制度内容层面实现了行政权力与自治权力的同步强化、在制度运行层面推动了行政制度与自治规则的作用互补、在制度约束层面达成了行政监督与自治监督的贯通融合。
The coupling development between administration and autonomy is an essential requirement of the modernization of rural governance in China,which must meet conditions across four dimensions:resources,powers and responsibilities,methods,and oversight.Specifically,this entails aligning administrative inputs with autonomous demands,clarifying the boundaries between administrative and autonomous powers and responsibilities,ensuring compatibility between administrative rigidity and autonomous flexibility,and fostering mutual reinforcement between administrative and autonomous oversight.As an institutional innovation in rural governance,the"list system"has evolved into four types in practice:service—oriented,power-and-responsibility-oriented,task-oriented,and oversight-oriented list systems.These systems effectively regulate the relationship between administration and autonomy in rural governance,thereby promoting their coupling development.The"list system"reflects the institutional logic of institutional philosophy,institutional content,institutional operation,and institutional constraints in the coupling development of administration and autonomy.At the level of institutional philosophy,it embodies the inherent connection between administrative efficiency and autonomous vitality;at the level of institutional content,it achieves the simultaneous strengthening of administrative and autonomous powers;at the level of institutional operation,it fosters complementary roles of administrative institutions and autonomous rules;and at the level of institutional constraints,it facilitates the integration of administrative and autonomous oversight.
