摘要
在推进政府职能转变进程中,政务服务作为表征和提升政府治理效能的一种基础性制度安排,已深度嵌入政府职责体系,关涉主体资格、资源分配、风险防范等核心议题。当下,国内政务服务改革创新正经历从便利化改革到增值化服务的迭代进阶。前者倡导政府秉持“应试心态”与“赶超思维”,通过聚焦考核指标、缩短办事时间、降低办事成本等方式,实现在短期内提升绩效的目标。后者倡导将社会需求深度嵌入制度供给与服务生产过程,重视主体整合、资源聚合、服务融合等多重任务,追求政府—市场—社会关系的良性互动,实现改革效能的可持续提升。面向新发展阶段高效回应行政相对人需求的时代命题,持续推进政务服务增值化创新已成为必然选择。目前,增值化改革依然面临“认知—理念转型滞阻”“资源—能力结构性失衡”与“制度—创新协同滞后”等多重挑战,需要在厘清误区的基础上,从价值—结构—过程—规则相统一的视角开展前瞻性思考和研判。
In the process of advancing the transformation of government functions,government services,as a fundamental institutional arrangement that reflects and enhances the effectiveness of government governance,have been deeply embedded in the government responsibility system.They are closely related to core issues such as subject qualifications,resource allocation,and risk prevention.Currently,domestic government service reform and innovation are undergoing an iterative progression from facilitation reform to value-added services.The former advocates that the government adopts an"exam-oriented mindset"and a"catch-up thinking",focusing on performance indicators,shortening processing times,and reducing costs to achieve performance improvements in the short term.The latter advocates deeply embedding social demands into the supply of institutions and the service production process,emphasizing tasks such as subject integration,resource aggregation,and service fusion.It seeks to foster positive interactions among the government,market,and society,thereby achieving sustainable enhancement of reform effectiveness.Faced with the imperative of efficiently responding to the demands of administrative counterparts in the new development stage,continuously advancing value-added innovation in government services has become an inevitable choice.Currently,value-added reform still faces multiple challenges,including cognitive and conceptual transformation delays,structural imbalances in resources and capabilities,and institutional and innovation coordination lags.It is necessary to conduct forward-thinking analysis and judgment from a unified perspective of value,structure,process and rules on the basis of clarifying misconceptions.
