摘要
告知承诺制作为“放管服”改革的制度抓手,在贯彻简政放权、放管结合、优化服务精神,推进优化营商环境建设中发挥了重要作用,有效降低了企业负担、成功激发了市场活力。然而该制度还面临适用范围不明确、配套监管力量不足、追责机制不完善的问题。可以通过明确适用范围、优化监管手段、完善追责机制等,解决告知承诺制存在的问题,发挥其应有的功能。
As an institutional tool of the reform to“streamline administration,delegate powers,improve regulation,and upgrade services”,the notification and commitment system plays a significant role in implementing the principles of streamlined administration,delegated powers,combined regulation,and optimized services,and in advancing the optimization of the business environment.It has effectively reduced the burden on enterprises and successfully stimulated market vitality.However,the system still faces problems such as an unclear scope of application,insufficient supporting regulatory capacity,and an imperfect accountability mechanism.The problems of the notification and commitment system can be addressed,and its due functions brought into play,by clarifying the scope of application,optimizing regulatory means,and improving the accountability mechanism.
