摘要
在“双碳”目标与“东数西算”政策协同推进背景下,算力资源的能源经济约束已成为制约数据要素市场化配置效率的关键瓶颈。本文基于“数据—算力—能源”三元交互逻辑,系统揭示了数据要素市场化与算力资源配置的绿色电力适配不足、能源结构错配、碳价机制缺失与市场响应滞后等能源经济约束的根源。结果显示,能源供需错位与区域治理碎片化共同抑制算力资源的空间调度与绿色数据流通,制约数据要素潜能释放。为此,需推动算力绿色导向规划,构建协同治理体系,强化绿色数据中心与算法支撑,优化能源市场机制,并健全碳排与能效约束机制,以提升全国数据要素大市场配置效率,夯实新质生产力发展基础。
Under the coordinated advancement of the“Dual Carbon”strategy and the“Eastern Data,Western Computing”initiative,the energy-economic constraints on computing power resources have emerged as a core bottleneck restricting the efficient market-oriented allocation of data factors.Based on the tripartite interaction framework of“Data–Computing Power–Energy,”this study systematically reveals multiple energy-economic constraint pathways in the marketization of data factors and computing power allocation—namely,inadequate adaptation to green electricity,mismatched energy structures,absence of a carbon pricing mechanism,and delayed market responses.The findings indicate that the mismatch between energy supply and demand,combined with fragmented regional governance,jointly suppresses the spatial allocation of computing power and the flow of green data,thereby hindering the full potential of data factors.In response,efforts must be made to promote green-oriented computing power planning,establish a collaborative governance framework,strengthen the support of green data centers and algorithms,optimize the energy market mechanism,and improve carbon emission and energy efficiency constraint systems,in order to enhance the allocation efficiency of the national data factor market and solidify the foundation for developing new quality productive forces.
