摘要
预算项目库管理以战略协同为引领,通过资源动态优化、业务流程整合、数据深度挖掘和绩效闭环管理,为公立医院运营创新提供系统性支撑。当前,公立医院普遍面临资源配置存在断点、成本管控存在堵点、绩效管理存在难点、数据分析存在弱点4大运营困境,制约了运行效率与高质量发展进程。基于此,本文以S医院为例,系统阐述其预算项目库驱动运营管理提质增效的实施路径,为公立医院优化运营管理路径、提升运营管理成效提供参考。
Budget project repository management,guided by strategic alignment,provides systematic support for operational innovation in public hospitals through dynamic optimization of resources,integration of business processes,in-depth data mining,and closed-loop performance management.At present,public hospitals commonly face four major operational challenges:discontinuities in resource allocation,bottlenecks in cost control,difficulties in performance management,and weaknesses in data analysis,all of which constrain operational efficiency and high-quality development.Against this background,taking Hospital S as an example,this paper systematically elaborates on the implementation pathways through which a budget project repository drives improvements in the quality and efficiency of operations management,providing references for public hospitals to optimize operational management pathways and enhance management effectiveness.
