粤港澳大湾区政策对城市创新质量的影响研究

The impact of the Guangdong-Hong Kong-Macao Greater Bay Area policy on urban innovation quality

摘要 随着创新驱动战略的持续深化和区域一体化进程的稳步推进,粤港澳大湾区建设已成为我国推动高质量发展的重要抓手。本文以粤港澳大湾区政策的实施为准自然实验,基于2011—2021年230个地级市面板数据,构建双重差分(DID)模型,系统评估粤港澳大湾区政策对城市创新质量的影响机制,并探讨财政科技支出强度的调节效应。研究发现:第一,粤港澳大湾区政策显著提升了城市创新质量,该结论在一系列稳健性检验下依然成立;第二,粤港澳大湾区政策通过促进科技人才集聚、推动数字金融发展与加快工业智能化进程,间接提升了城市创新质量;第三,财政科技支出强度在粤港澳大湾区政策与城市创新质量的关系中发挥了完全调节作用,在财政科技支出水平较高的地区,政策实施对城市创新质量的促进效应更为突出。本文揭示了区域政策、财政工具与创新要素之间的协同机制,为优化跨区域创新治理体系、提升区域创新质量提供了理论依据与实践启示。 With the continuous deepening of the innovation-driven strategy and the steady advancement of regional integration,the development of the Guangdong-Hong Kong-Macao Greater Bay Area(GBA)has become a crucial driver for promoting high-quality development in China.Taking the implementation of the GBA policy as a quasi-natural experiment,this study constructs a Difference-in-Differences(DID)model based on the panel data of 230 prefecture-level cities from 2011 to 2021.It systematically evaluates the impact mechanism of the GBA policy on urban innovation quality and explores the moderating effect of fiscal science and technology expenditure intensity.The findings are as follows:first,the GBA policy significantly enhances urban innovation quality,and this conclusion remains robust after a series of robustness tests,including the parallel trend test,changing clustering levels,and replacing the explained variable.Second,the GBA policy indirectly improves urban innovation quality through three pathways:facilitating the agglomeration of scientific and technological talents,promoting the development of digital finance,and accelerating the process of industrial intelligence.Third,fiscal science and technology expenditure intensity exerts a full moderating effect on the relationship between the GBA policy and urban innovation quality.Specifically,in regions with higher fiscal science and technology expenditure,the innovation-promoting effect of the GBA policy is more pronounced,while the policy effect is relatively weaker in regions with lower fiscal science and technology expenditure.This indicates that fiscal science and technology expenditure serves as a key guarantee for translating regional policies into tangible improvements in innovation quality.Based on the above findings,this study puts forward the following policy implications:First,deepen the coordination of regional policies to release institutional effectiveness.Drawing on the experience of the GBA,construct a cross-regional collaborative innovation system to break down administrative barriers hindering the flow of innovation factors.Promote replicable institutional achievements such as household registration mutual recognition and cross-border professional qualification alignment,forming a replicable policy framework to radiate to other regions.Establish an inter-departmental coordination group to coordinate policy alignment and resource integration,conduct regular evaluations of implementation effects,and dynamically optimize policies to ensure the sustained release of policy effectiveness and enhance urban innovation quality.Second,strengthen factor allocation to consolidate the foundation for innovation.Construct a system for attracting,cultivating,and retaining talents,adopt differentiated measures to attract high-tech talents,and build cross-regional platforms to facilitate knowledge dissemination.Promote digital finance innovation,guide financial institutions to develop tailored products,increase support for start-ups and growing enterprises,and expand cross-border financing channels.Accelerate the transformation of industrial intelligence,support the R&D of key technologies,guide enterprises in upgrading,and promote collaborative innovation across industrial chains to activate industrial dynamics.Third,optimize fiscal allocation to strengthen policy synergy.Focus on key links such as basic research and talent cultivation,and establish a diversified fiscal support system.Innovate the methods of fiscal fund utilization,and implement mechanisms such as post-subsidy and reward-based subsidy to improve efficiency.Adopt a differentiated investment strategy,increase transfer payments to cities with low fiscal science and technology expenditure,and narrow regional gaps.Establish a performance evaluation mechanism that links expenditure effects with innovation quality,ensuring that fiscal input is transformed into innovation capacity and forms a synergy with the GBA policy.This study reveals the collaborative mechanism among regional policies,fiscal tools,and innovation factors,providing a theoretical basis and practical enlightenment for optimizing the cross-regional innovation governance system and improving regional innovation quality.
