摘要
“双碳”目标的纵深推进对绿色技术创新提出新的要求,绿色技术创新成为实现绿色低碳循环发展的重要引擎。文章将绿色技术创新划分为绿色技术创新水平与绿色技术创新效率,基于2005—2020年中国西部11省区的面板数据深入探讨绿色技术创新对碳减排的影响。研究结果发现:(1)绿色技术创新显著抑制西部省区碳排放,其中绿色技术创新效率的碳减排作用更强,且绿色技术创新对重污染行业和西北省区的碳减排效应更行之有效;(2)绿色技术创新通过产业优化与能源优化双路径促进西部省区降碳减排;(3)绿色技术创新的碳减排效应因政府支持力度差异而具备单门槛效应,其中绿色技术创新水平对碳减排的影响效应呈现倒“U”型变化,绿色技术创新效率的减排效应随政府支持力度提高而增加。在超过临界值的环境规制强度下,绿色技术创新反而难以有效实现降碳减排。基于以上结论,文章从提升绿色技术“质量”,优化能源与产业结构,调控政府干预力度等角度提出对策建议。
The advancement of the“dual carbon”goals imposes new requirements on green technology innovation,which has become a crucial engine for achieving green,low-carbon,and circular development.The article divides green technology innovation into green technology innovation level and green technology innovation efficiency,and conducts an in-depth analysis of the impact of green technology innovation on carbon emission reduction based on panel data from 11 provinces in western China from 2005 to 2020.The findings are as follows.(1)Green technology innovation significantly curbs carbon emissions in western provinces,with green technology innovation efficiency playing a stronger role in emission reduction,and green technology innovation being more effective in reducing carbon emissions in heavily polluting industries and northwestern provinces;(2)green technology innovation promotes carbon emission reduction in western provinces through both industrial optimization and energy optimization;(3)the carbon emission reduction effect of green technology innovation exhibits a single threshold effect due to differences in government support intensity,where the impact of green technology innovation level on carbon emission reduction follows an inverted“U”shape,while the emission reduction effect of green technology innovation efficiency increases with higher government support intensity.However,under excessive environmental regulation intensity,green technology innovation struggles to effectively achieve carbon emission reduction.Based on these conclusions,the article proposes countermeasures from perspectives such as improving the“quality”of green technology,optimizing energy and industrial structures,and regulating government intervention intensity.
