摘要
乡村振兴问题是我国民族复兴、共同富裕面临的困境之一。本文以助残兴农民宿投融资创新创业为例,助残兴农项目数智科技赋能与治理问题,具体表现为:一是新基建滞后制约数智化效能;二是投融资机制不畅阻碍资本聚集;三是人才数智素养不足限制服务提升。基于此,提出从以下3个方面进行创新:首先,应创新党建引领数智基建共建共享机制;其次,创新党建引领投融资数智治理机制;最后,创新党建法治保障数智教育供给机制。
The issue of rural revitalization is one of the challenges faced by China's national rejuvenation and common prosperity.This article takes the investment,financing,innovation,and entrepreneurship of homestay projects for the disability-supporting and agriculture-revitalizing as an example to address the empowerment and governance issues of digital technology in these projects.Specifically,the lagging development of new infrastructure hinders the effectiveness of digital technology;Secondly,the lack of smooth investment and financing mechanisms hinders capital accumulation;The third limitation is the insufficient digital and intellectual literacy of talents,which hinders the improvement of services.Based on this,it is proposed to innovate from the following three aspects:firstly,it should innovate the mechanism of party building leading the co-construction and sharing of smart infrastructure;Secondly,it innovates the party building led investment and financing digital governance mechanism;Finally,Innovating the party building and rule of law to support the supply mechanism of digital-intelligent education.
