摘要
通过对两期“双高计划”政策文本异同的对比分析,第二期“双高计划”政策尽管在部分内容上有对第一期政策的继承与发展,但在价值取向上已从“扶优扶强”转向“服务为先”;第二期“双高计划”政策视野由“内”向“外”转变,从注重教育系统自身发展转向服务产业与区域发展。这就要求第二期“双高计划”建设单位要坚持以服务为先,深入挖掘区域重点产业领域发展需求,服务国家重大战略、服务学生全面发展、服务职教改革创新,将自身发展融入区域经济社会发展之中。为此,第二期“双高计划”政策实施应以“需求导向”为基,精准定位服务面向;以“产教融合”为脉,贯穿建设过程始终;以“‘五金’建设”为体,深化关键教学要素改革。
Through a comparative analysis on the policy texts of two phases of the“Double High Plan”,the study reveals that while the second phase inherits and develops certain elements of the first,its value orientation has shifted from“supporting the excellent and strong”to“prioritizing service”.Concurrently,the policy’s vision has evolved from an inward-looking perspective focusing on the education system’s internal development,to an outward-looking one aimed at serving industrial and regional development.This transformation requires participating institutions to prioritize service,deeply delve into the developmental needs of key regional industries,align their efforts with major national strategies,the holistic development of students and the reform and innovation of of vocational education,thereby integrating their own development into regional economic and social progress.Consequently,the implementation of the second phase should be grounded in a“demand-oriented”approach to precisely define its service targets,guided by“industry-education integration”through the entire construction process,and based on the“‘five-golden’construction”to deepen the reform of key teaching elements.
