摘要
在数智化转型背景下,居家社区机构养老融合发展成为我国养老服务改革的重要方向。养老服务融合发展不仅回应了养老需求从“生存型”向“发展型”过渡的现实需要,而且通过三类养老模式的功能互补实现了优势整合,成为养老服务整体性治理的有效途径。在实践层面,当前养老服务融合发展呈现出“居家养老社会化”“社区养老机构化”“机构养老社区化”三种典型样态;数智技术依托“技术集成—要素整合—场景贯通—流程重构”的实现机制,为养老服务融合发展注入了新动能。当前,养老服务融合发展面临着多重现实张力:社区养老与机构养老非均衡发展的结构性张力、专项政策缺失与地方政府协调乏力的制度性张力、多元主体的利益诉求差异与行动冲突的主体间张力、数智技术应用受阻与数字孤岛钳制的执行性张力。因此,需要从结构优化、规制完善、价值整合、技术赋能四个层面协同施策,全面提升养老服务融合发展的整体效能。
Against the backdrop of digital and intelligent transformation,the integrated development of home-based,community-based and institutional elderly care has become a key direction for reforming China's elderly care services.This integrated approach not only responds to the practical need for elderly care demands to transition from survival-oriented to development-oriented,but also achieves synergistic integration by leveraging the complementary functions of these three care models.Furthermore,it constitutes an effective pathway for holistic governance of elderly care services.At the practical level,the current integrated development of elderly care services manifests in three typical forms:socialization of home-based care institutionalization of community care and community-based institutional care.Digital and intelligent technologies,relying on the implementation mechanism of technology integration-factor consolidation-scenario connectivity-process reconstruction,inject new momentum into the integrated development of elderly care services.Currently,the integrated development of elderly care services still faces multiple practical tensions:structural tension from the uneven development of community-based and institutional care;institutional tension from the lack of specialized policies and weak coordination among local governments;inter-subject tension from divergent interests and conflicting actions among multiple stakeholders;and implementation tension from barriers to digital and intelligent technology adoption and the constraints of digital silos.Therefore,coordinated measures are needed across four dimensions-structural optimization,regulatory refinement,value integration,and technological empowerment to comprehensively enhance the overall effectiveness of integrated elderly care services.
