摘要
“十五五”时期是我国社会保障事业高质量发展的关键时期,对于满足人民日益增长的美好生活需要具有重要意义。“十五五”时期,我国的社会保障事业应以实现“更公平、更共享、更高效”的发展理念跃升为目标,锚定“促发展、防风险、增福祉”的制度功能转型,完善“全覆盖、多层次、多支柱”的系统结构,完成“法治化、社会化、专业化”的实践路径升级,运用开源蓄能、动态调增等手段,持续提高社会保障待遇水平。中国式现代化赋予社会保障以更大的责任和使命,以社会保障高质量发展助力中国式现代化是“十五五”时期我国经济社会发展取得更高成就的重要保证。
The 15th Five-year Plan period marks a crucial phase for the high-quality development of China's social security system.High-standard social security has great significance in meeting the people's growing needs for a better life.During this period,social security development must achieve an elevated vision of greater equity,sharing and efficiency;anchor its institutional transformation in promoting development,preventing risks and enhancing welfare;commit to optimizing its systematic structure toward full coverage,multi-tiered and multi-pillar design;and upgrade its implementation pathways with legal,socialized and professional approaches.Through diversifying funding sources,building up reserves and implementing dynamic adjustments,the level of social security benefits will be consistently raised.The high-quality advancement of social security lays a solid foundation for Chinese path to modernization and serves as a key guarantee for achieving broader and greater socioeconomic progress during the 15th Five-year Plan period.
