摘要
“十五五”时期,我国残疾人公共服务已进入“从有到优”的转型升级阶段,应坚持数字赋能,全面提升残疾人公共服务的质量和水平,将整体性治理作为残疾人公共服务的优化路径,推动构建残疾人全链条服务体系。作为残疾人全链条服务体系的内在逻辑,数据链、智慧链、发展链、协同链分别承载着精准识别服务需求、提升管理效率与服务响应速度、促进残疾人能力建设与社会参与、推动跨部门资源统筹与制度协作的重要功能。在优化策略上,残疾人全链条服务体系应以需求为导向,强化数字赋能,实现精准反馈与供需匹配;建立多部门政策协同、资源整合机制,形成闭环式服务管理;强化社会保障与关爱服务的关联性与耦合性,形成综合发展效应;聚焦残疾人家庭赋能,建立健全多层次关爱服务项目,强化多链条的支持效应。
During the 15th Five-year plan period,China's public services for persons with disabilities have entered a stage of transformative upgrading from basic availability to quality optimization.This transition calls for a sustained commitment to digital empowerment to comprehensively enhance the quality and effectiveness of disability-related public services.Adopting a holistic governance approach as the core optimization pathway,China should advance the development of a full-chain service system for persons with disabilities.As the internal logic of such a system,the data chain,intelligence chain,development chain,and coordination chain respectively perform critical functions,including the precise identification of service needs,the improvement of management efficiency and service responsiveness,the promotion of capacity building and social participation among persons with disabilities,and the facilitation of cross-departmental resource integration and institutional coordination.In terms of optimization strategies,the full-chain service system for persons with disabilities should be demand-oriented,strengthened through digital empowerment to enable accurate feedback mechanisms and effective matching between service supply and demand.It is also essential to establish interdepartmental policy coordination and resource integration mechanisms to form a closed-loop service management system.Furthermore,enhancing the linkage and coupling between social security and care services can generate synergistic development effects.Finally,greater emphasis should be placed on empowering families of persons with disabilities by developing and improving multi-tiered care service programs,thereby reinforcing the cumulative support effects across multiple service chains.
