摘要
在人才强国和科教兴国战略实施背景下,我国东部地区高等教育迎来了重要发展机遇,分析东部地区高等教育资源配置效率并探究其影响因素的空间效应对东部地区高等教育发展具有重要意义。采用超效率SBM模型对东部地区11个省市的高等教育资源配置效率进行测度,随后使用空间杜宾模型探究其配置效率的影响因素和空间效应。研究结果显示:东部地区11个省市的高等教育资源配置效率存在明显差异,北京地区整体效率最高,浙江和海南省整体效率最低;经济发展水平、产业结构和教育改革对提升配置效率有显著的正向影响。从空间计量分析结果看,本地的经济发展水平、产业结构优化水平对其他地区的高等教育配置效率具有正向溢出效应,而人力资本中的师生比例则会抑制其他地区高等教育资源配置效率。根据研究结果,提出要持续推动区域经济发展、调整产业结构、深化教育改革和优化师生比例等建议。
Under the background of the implementation of the strategies for making China a powerful country through talent and developing the country through science and education,higher education in eastern China has ushered in important development opportunities.Analyzing the allocation efficiency of higher education resources in eastern China and exploring the spatial effects of its influencing factors are of great significance for the development of higher education in this region.This study employs the super-efficiency SBM model to measure the allocation efficiency of higher education resources in 11 provinces and cities in eastern China,and then uses the spatial Durbin model to explore the influencing factors and spatial effects of the allocation efficiency.The research results show that there are significant differences in the allocation efficiency of higher education resources among the 11 provinces and cities in eastern China:Beijing has the highest overall efficiency,while Zhejiang and Hainan have the lowest;the level of economic development,industrial structure,and educational reform have a significant positive impact on improving the allocation efficiency.From the results of spatial econometric analysis,the local level of economic development and the level of industrial structure optimization have a positive spillover effect on the efficiency of higher education resource allocation in other regions,while the student-teacher ratio in human capital inhibits the efficiency of higher education resource allocation in other regions.Based on the research results,this study proposes to continuously promote regional economic development,adjust the industrial structure,deepen educational reform,and optimize the student-teacher ratio.
