摘要
在风险社会背景下,复杂性与不确定性日益凸显,公共治理实践面临着多元主体协同低效、社会认同弱化、政策执行困难等多元共治困境。共同体意识作为凝聚共识、激发合力的核心力量,通过制度机制、关系机制以及价值机制,促进多元主体间建立符合治理需求的有机连接,实现公共治理多元主体的高效协同。因此,以培育共同价值观和身份认同塑造价值基础,以公共价值共创和共识凝聚构筑符合公共治理需求的关系连接,以多元主体的高质量参与完善制度建设,逐步构建公共治理中的共同体意识,对当前及未来时代背景下突破多元共治困境、提升公共治理效能具有重要的现实意义。
In the context of a risk society,complexity and uncertainty are increasingly prominent,and public governance practices are confronted with predicaments of multi-party co-governance such as inefficient collaboration among multiple subjects,weakening of social identity and difficulties in policy implemen-tation.As the core force for building consensus and stimulating synergy,the sense of community will serve to promote the establishment of organic connections among multiple subjects that meet governance needs through institutional mechanisms,relationship mechanisms and value mechanisms,achieving effi-cient collaboration among multiple subjects in public governance.Therefore,a sense of community in public governance should be gradually constructed by shaping the value foundation through the cultiva-tion of common values and social identity,establishing relationship connections that meet the needs of public governance through the co-creation of public values and consensus building,and improving in-stitutional construction with the high-quality participation of multiple subjects.It will have significant practical significance for breaking through the predicaments of multi-party co-governance and enhan-cing the effectiveness of public governance in the current and future eras.
