摘要
民为邦本最初源于《尚书》中的记载。在历史发展的不同时期,民为邦本的表述方式各有不同,但其思想魅力从未消减。作为一种蕴含着丰富的社会治理智慧和治国精髓的中国哲学思想,民为邦本为以人民为中心的发展思想厚植了文化根基、为国家治理体系和治理能力现代化提供了治理智慧、为全人类共同价值的民主理念输送了历史资源。中国共产党运用自身的组织、制度、理论等现实优势,使民为邦本的现代转型发展到有史以来的最高境界。人的自由全面发展、人民当家作主和德法兼治的国家治理方式都对民为邦本现代力量的迸发重构国家与人民的关系具有重要意义。
The concept of"the people are the foundation of the state"originated from the records in the Book of Documents.Although its expression varied in different historical periods,its ideological charm has never waned.As a Chinese philosophical thought that embodies rich wisdom in social governance and the essence of statecraft,the idea that the people are the foundation of the country has deepened the cultural roots for the people-centered development philosophy,provided governance wisdom for the modernization of the national governance system and governance capacity,and supplied historical resources for the democratic concept of common values for all mankind.By leveraging its organizational,institutional,and theoretical advantages,the Communist Party of China has brought the modern transformation of"the people are the foundation of the state"to the highest level in history.The free and all-round development of people,the people's status as masters of the country,and the governance approach of combining virtue and law are all of great significance for the modern power of"the people are the foundation of the state"to burst forth and reconstruct the relationship between the state and the people.
