摘要
党的组织法规制度法典化已进入从宏观证成转向机制探索的阶段,条文异构、逻辑松散与体系衔接不足等结构性问题亟需以可操作的技术路径加以回应。本研究引入“提取公因式”技术作为制度整合与结构重构的工具,在分析其适用优势、适配难点与边界条件的基础上,构建“条文识别—因子筛选—规则抽象”的提取路径,系统提炼出“组织体系、组织主体、组织活动”三个具有统摄力的公因式,并论证其在法典化条文中的嵌入方式与展开逻辑。研究表明,该技术能够为总则配置与条文展开提供可复用的一致性模板,推动制度识别、体系整合与条文建构形成闭环,从而为党的组织法规制度法典化准备阶段提供一种可检验、可推广的技术方案。
The codification of the intraparty rules and regulations has entered the phase shifting from macro-level justification to mechanism exploration.In the phase,the structural issues such as heterogeneous provisions,loose logic and fragmented systems urgently need to be addressed through feasible technological paths.This study introduces the“common factor extraction”technology as a technical tool for institutional integration and structural reconstruction.Based on the analysis of its applicable advantages,adaptation difficulties and boundary conditions,the paper constructs an extraction path of“provisions identification-factor screening-rule abstraction”.The paper systematically extracts three overarching common factors,namely“organizational system,organizational subject and organizational activities”,and demonstrates their specific embedding method and operational logic in the codification provisions.Research has shown that this technology can provide reusable consistency templates for the configuration of general provisions and the development of specific provisions and promote the formation of a closed loop for institutional identification,system integration and article construction.This will provide a verifiable and scalable technical solution for the preparation phase of the codification of the intraparty rules and regulations.
