摘要
以煤矸石、矿井水、煤矿瓦斯等废弃物综合利用技术、途径和标准为切入点,对煤炭行业资源综合发展现状进行了分析,总结并提出了“十四五”期间煤炭行业资源综合利用的实践经验。围绕产品市场、成本、技术和装备及标准等内容,深入研究了矿区资源综合利用发展面临的主要问题。从矿区废弃物大规模集中排放、碳排放约束、黄河流域生态保护、资源综合利用技术和政策接续问题等维度,梳理了“十五五”煤炭行业资源综合利用发展面临的主要挑战。基于现状、经验、问题和挑战的深入分析,提出了“十五五”煤炭行业资源综合利用发展的主要路径和具体的政策建议。
Beginning with an analysis of technologies,approaches and standards for comprehensive utilization of waste materials such as coal gangue,mine water,and coal mine gas,this paper examines the current status of resource utilization development in the coal industry and summarizes practical experiences gained during the 14th Five-Year Plan period.The study thoroughly investigates major challenges that comprehensive resource utilization faced in mining areas,focuses on product markets,costs,technologies,equipment and relevant standards.From multiple perspectives including large-scale centralized discharge of mining waste,carbon emission constraints,ecological protection of the Yellow River Basin,and continuity issues in comprehensive resource utilization technologies and policies,the paper identifies key challenges that the coal industry’s resource utilization will face during the 15th Five-Year Plan period.Based on in-depth analysis of current conditions,experiences,problems and challenges,the paper proposes main development pathways and specific policies recommendations for comprehensive resource utilization in the coal industry during the 15th Five-Year Plan period.
