摘要
数字基础设施建设是数字经济发展的关键前提,是提振经济的重要抓手。研究对2013—2023年19个城市群239个城市的非平衡面板数据进行分析,结果表明:数字基础设施建设能显著减轻地方政府债务负担,这一影响经过系列稳健性和内生性检验后依然成立;数字基础设施建设通过人才集聚、金融集聚和技术集聚三类要素集聚减轻地方政府债务负担;数字基础设施建设对地方政府债务负担的影响在低财政压力地区、高对外开放地区、发达城市群地区更显著,数字基础设施建设能有效减轻中心城市地区的地方政府债务负担,但对外围城市地区地方政府债务负担未见明显影响。因此,应针对不同地区的数字基础设施建设水平因地施策,以充分发挥其对经济发展的促进作用,从而有效缓解地方政府债务负担。
The construction of digital infrastructure is a key prerequisite for the development of the digital economy and an important starting point for boosting the economy.Using the analysis of non-equilibrium panel data of 239 cities in 19 urban agglomerations from 2013 to 2023,it is found that digital infrastructure construction can significantly reduce the debt burden of local governments,and this effect is still valid after a series of robustness and endogenous tests.The construction of digital infrastructure alleviates the burden on local government debt through the agglomeration of three elements:talent agglomeration,financial agglomeration and technology agglomeration;The impact of digital infrastructure construction on local government debt burden is more significant in areas with low fiscal pressure,high level of opening up and developed urban agglomerations,and digital infrastructure construction can effectively reduce local government debt burden in central urban areas,but has no significant impact on local government debt burden in peripheral urban areas.Therefore,policies should be implemented according to the level of digital infrastructure construction in different regions,so as to give full play to the role of digital infrastructure construction in promoting economic development,so as to effectively alleviate the debt burden of local governments.
