摘要
城市建设用地与人口的协调发展,是新型城镇化的核心议题之一。现有测度城市建设用地与人口增长的协调度仅考虑两者增长率的当期关系,对起始以及期末的两者总量关系是否匹配缺乏考虑。为此,本研究首先将理想协调状态作为协调性判断准绳,完善现有协调度,提出相对协调度。其次以京津冀城市群作为实证案例,研究发现:第一,对于相对协调度超前型或滞后型城市,当期实际建设用地增长与理想变化趋势相反或者同向变化的程度不够;第二,对于基本协调型城市,当期顺应了理想需求趋势且变化的程度合适。研究结果验证了测度方法的效用,深化了国土空间规划的人地研究内容。最后总结协调度结果,提出城市群各城市的用地分配策略以及人口政策制定的建议。
The coordinated development of urban construction land and population is one of the core issues of new-type urbanization.Existing methods for measuring the coordination between urban land expansion and population growth mainly focus on the relationship between their current growth rates,while often neglecting whether the total amounts of land and population at the beginning and end of the period are properly matched.To address this gap,this study first regards the ideal coordinated state as the benchmark for evaluating coordination,improves upon existing coordination metrics,and proposes the concept of relative coordination degree.Using the Beijing-Tianjin-Hebei urban agglomeration as an empirical case,the study finds that:firstly,in cities with either advanced or lagging coordination types,the actual growth of construction land in the current period either deviates from or insufficiently follows the ideal trend;secondly,in cities with a basically coordinated type,the actual growth of construction land aligns well with the ideal trend in both direction and magnitude.The results confirm the effectiveness of the proposed measurement method and enrich the understanding of humanland relationships in territorial planning.Finally.based on the coordination assessment,the study offers suggestions for land allocation strategies and population policy formulation for cities within the urban agglomeration.
