摘要
农业生产托管服务是农户等经营主体在不流转土地经营权的条件下,将农业生产中的耕、种、防和收等全部或部分作业环节委托给农业生产性服务组织完成的农业经营方式。从实践看,河北省农业生产托管服务取得了明显成效,但在实施中仍存在政策宣传不到位、农业托管服务主体托管集中程度低、全程化服务覆盖率低、产业链整合能力弱等问题。为此,应加大宣传引导力度、强化政策扶持、培育壮大服务主体,促进服务规模化集约化,积极探索实践,不断拓展托管服务领域,全面提升农业社会化服务水平。
Agricultural production entrustment service is an agricultural management method in which farmers and other business entities entrust all or part of the farming,planting,pest control,and harvesting operations in agricultural production to agricultural production service organizations without transferring their land management rights.From a practical perspective,Hebei Province has achieved significant results in agricultural production entrustment services,but there are still problems in implementation such as inadequate policy promotion,low concentration of agricultural entrustment service providers,low coverage of full process services,and weak ability to integrate the industrial chain.For this,we should increase publicity and guidance efforts,strengthen policy support,cultivate and strengthen service providers,promote service scale and intensification,actively explore and practice,continuously expand the field of entrusted services,and comprehensively improve the level of agricultural socialized services.
