摘要
文章基于营商环境驱动视角,针对在河南省数字经济发展中存在的区域发展不均衡、高端人才储备不足、核心技术对外依赖度高、产业数字化转型进程缓慢以及产业集聚效应不明显等深层次制约因素,提出构建区域多极协同发展体系、加强数字人才引进与培养、推进关键核心技术攻关、推动中小企业深度数字化、培育产业集群生态等措施。通过持续优化营商环境,有效提升河南省数字经济的发展质量与区域竞争力,以期为河南的数字经济发展提供借鉴。
Based on the perspective of business environment-driven development,this paper addresses the deep-seated constraints in Henan Province's digital economy,including uneven regional development,insufficient high-end talent reserves,high dependence on foreign core technologies,slow industrial digital transformation,and weak industrial agglomeration effects.It proposes measures such as building a multi-polar regional coordinated development system,enhancing the recruitment and cultivation of digital talent,advancing breakthroughs in key core technologies,promoting in-depth digitalization of small and medium-sized enterprises,and fostering industrial cluster ecosystems.By continuously optimizing the business environment,this paper aims to effectively improve the quality and regional competitiveness of Henan's digital economy,offering valuable insights for the province's digital economic development.
