“双碳”目标下法治人才培养困境与纾解路径

摘要 “双碳”目标的实现及相关碳政策的实施皆需要大量专门法治人才的支撑。现有高校法学本科人才培养模式表现出明显的司法中心主义色彩,即以培养司法职业技能和进入司法机关就业为取向进行课程和教学大纲设计。经这种模式培养而出的人才相较擅长解决传统法律问题,但难以有效应对气候立法等其他新型涉碳问题的复杂性。未来应建立健全“双碳”学科,针对性地优化法学专业和培养体系,同时,深化产教融合,拓宽国际视野,以培养出一批既精通“双碳”政策及相关法规制度,又了解与碳排放相关的技术性知识的复合型人才。 Achieving the"dual carbon"goals and implementing related carbon policies both require substantial support from specialized legal professionals.The current undergraduate legal education model in universities exhibits a pronounced judicialcentric orientation,where curricula and syllabi are designed primarily to cultivate judicial professional skills and prepare students for careers in judicial institutions.Graduates trained under this model excel at resolving traditional legal issues but struggle to effectively address the complexities of emerging carbon-related challenges,such as climate legislation.Future efforts should focus on establishing and refining a dedicated"dual carbon"discipline,strategically optimizing legal programs and training systems.Concurrently,deepening industry-academia integration and broadening international perspectives are essential to cultivate a cohort of interdisciplinary professionals who are not only proficient in"dual carbon"policies and related regulatory frameworks but also possess technical knowledge concerning carbon emissions.
