摘要
为破解国内海洋工程装备产业转型升级难题,以“四链融合”理论为分析框架,选取广东作为典型案例,采用专利计量分析、政策文本分析等多元方法,对广东省海洋工程装备产业的发展现状、融合堵点进行深入剖析。研究发现,广东省海洋工程装备产业中游实力强劲,但整体仍处于全球供应链和价值链的中低端。基于“四链融合”视角的分析表明,产业发展存在4方面制约:一是产业高端技术储备不足,高校院所专利转化率低;二是创新合作网络失衡,政产学研合作深度不足;三是高层次创新人才缺乏,企业人才培养滞后于产业发展;四是财政研发资金能效有待提升,行业创新动力不足,整体创新链与产业链融合程度不高,人才链和资金链存在痛点堵点。建议通过出台产业发展专项政策、打造产业创新生态、优化人才引育用模式、健全财税金融支撑体系等多维协同措施,推动广东省海洋工程装备产业实现高质量发展。
To address the challenges of transformation and upgrading in the domestic marine engineering equipment industry,this research adopts the"four-chain integration"theory as an analytical framework,selecting Guangdong as a typical case study.Using multiple methods including patent metrics analysis,policy text analysis,and case studies,the research conducts an in-depth analysis of the development status and integration bottlenecks of Guangdong's marine engineering equipment industry.The research revealed that while Guangdong's marine engineering equipment industry has a strong midstream segment,the industry remains at the mid-to-low end of the global supply and value chains.Systematic analysis from the"four-chain integration"perspective reveals four key constraints on industrial development as follows:First,the industry faces insufficient reserves of high-end technology and low patent conversion rates from universities and research institutions;Second,the innovation cooperation network is unbalanced,and the cooperation between government,industry,universities and research institutes is not deep enough;Third,there is a lack of highlevel innovative talents,and the training of talents in enterprises lags behind the development of the industry;Fourth,the efficiency of fiscal R&D funding needs improvement and there is insufficient innovation motivation within the industry.In response to the findings that the overall integration between the innovation and industrial chains is weak,with significant bottlenecks in the talent and capital chains,the research proposes promoting high-quality development of Guangdong's marine engineering equipment industry through multi-dimensional collaborative measures,including improving policy systems,optimizing innovation ecosystems,strengthening talent cultivation,and enhancing financial support.This also provides practical references for similar industries in China to achieve"four-chain integration"development.
