科创企业技术创新能力评价指标体系构建

摘要 科创企业技术创新能力评价指标体系,是对科创企业技术创新能力进行精准画像的基础。为进一步优化技术创新评价指标体系,在科学技术部火炬高技术产业开发中心2019年提出的企业创新积分制基础上,采用聚类分析、德尔菲法等方法,结合中央部委及地方科技管理部门关于企业技术创新能力评价实践,从创新投入、创新产出、创新认可度和可持续创新能力4个方面构建指标体系,并根据李克特量表及区域指标选择情况,调和计算并确定该指标体系中28个二级指标的权重。结果表明,科创企业职工科技创新平均水平、研发费用及与主营业务相关的专利授权数量相关指标权重较高,持续强化人才队伍建设、加大研发投入力度、重视高质量技术产出对企业技术创新能力具有重要影响。在此基础上,应进一步拓宽企业技术创新能力评价结果的应用场景,同时以评促培,引导科创企业高质量发展。 The evaluation indicator system for the technological innovation capability of sci-tech enterprises serves as the foundation for accurately profiling their technological innovation capacity.Using methods such as cluster analysis and the Delphi method,and incorporating evaluation practices from central ministries,local science and technology management authorities,this study focuses on pilot regions implementing the national enterprise innovation points system.A total of 118 primary indicators and 857 secondary indicators were collected.Through K-means cluster analysis,the indicator system was reconstructed across four dimensions:innovation input,innovation output,innovation recognition,and sustainable innovation capability.Based on the Likert scale and regional indicator selection,the weights of 28 secondary indicators in this system were harmonized and determined.The results indicate that indicators such as the average level of scientific and technological innovation among employees,R&D expenses,and the number of patents granted related to core business activities carry relatively high weights.Strengthening talent team development,increasing R&D investment,and emphasizing high-quality technological outputs have a significant impact on enhancing the technological innovation capability of enterprises.Building on this foundation,the application scenarios of the evaluation results of enterprises'technological innovation capability should be further expanded.At the same time,evaluation should serve as a means to promote cultivation and guide sci-tech enterprises toward highquality development.
