科技成果转化要素的交叉结构模型构建——基于机构和职能异同的探讨

Constructing an Intersecting Structural Model of Technology Transfer and Transformation Factors:A Discussion Based on Institutional and Functional Similarities and Differences

摘要 为更明确地厘清各类科技成果转化参与人在成果转化不同阶段的定位、职责和作用,聚焦科技成果转化过程中的人员要素开展研究,在按机构(供给侧、需求侧、中介方)的现有分类基础上,结合工作职能,提出包含科学家、企业家、技术转移人员与转化工程人员等4类参与人的科技成果转化人员交叉模型。在该模型中,技术转移人员除了中介方外,还包括供给侧的部分科学家和成果转化工作人员,以及需求侧的部分企业家和技术采购工作人员;强调了转化工程人员的概念和作用,除了中介方外,将供给侧的部分成果转化技术人员和需求侧的部分技术采购工程人员也纳入转化工程人员的范畴。此外,提出科技成果转化人员的全要素协同模式,将科技成果转化人员全要素融入系统工程体系中,在管理进程中打通整个转化全过程,在管理范围上涵盖所有转化子系统。进一步,探讨科技成果转化人员全要素协同模式的实现路径及相关机制,以期通过高价值知识产权的创造和高效率科技成果的转化助力打造新质生产力。 To more clearly clarify the roles,responsibilities,and positioning of various participants in different stages of technology transfer and transformation,this study focuses on human factors in the process of technology transfer and transformation.Building on the existing classification by institutional perspective(supply side,demand side,intermediaries),and combined with job functions of achievement transformation personnel(scientists,entrepreneurs,technology transfer personnel,and achievement transformation engineering personnel),this paper proposes an intersecting model of participants in the scientific and technological achievements transformations.In this model,technology transfer personnel include not only intermediaries,but also some scientists and achievement transformation workers on the supply side,as well as some entrepreneurs and technology procurement workers on the demand side.It also emphasizes the concept and role of transformation engineering personnel.Besides intermediaries,certain transformation technical staff on the supply side and technical procurement engineers on the demand side are included as well.It means integrating all factors of participants in the scientific and technological achievements transformation into the system engineering architecture,connecting the entire transformation process in the management process,and covering all transformation subsystems in the management scope.Furthermore,a full-factor collaborative model of technology transfer and transformation personnel is proposed.In addition,the implementation pathways and related mechanisms of the full-factor collaborative model are explored,aiming to promote the creation of high-value intellectual property and efficient technology transfer,thereby contributing to the development of new quality productive forces.
