新质生产力驱动下科技人才培养“三维协同”路径构建研究

Research on the Construction of a Three-Dimensional Collaborative Framework for Scientific and Technological Talent Cultivation Driven by New Quality Productive Forces

摘要 面向新质生产力的发展需求,科技人才培养体系的结构性失衡已成为制约创新驱动发展战略落实的关键问题。为破解片面化、同质化、割裂化等育人困境,研究以教育、科技与人才一体化发展为背景,采用文献分析与系统构建方法,系统梳理新质生产力视域下科技人才培养的特征、问题与逻辑演进,提出面向新质生产力的科技人才培养“三维协同”路径。该路径包括3项支撑机制:一是分类支持,通过差异化教育满足基础研究型、技术研发型、工程开发型等不同类型科技人才的发展需求;二是一体支持,构建“大中小学教育贯通、一体协同”的教育体系,强化从基础教育到高等教育的人才培养全链条衔接;三是协同支持,通过政产学研多主体联动,促进产业链、教育链、人才链和创新链的高频互动。研究结果表明,该“三维协同”框架能够有效打通科技人才培养中的体制壁垒,实现教育资源与创新要素的高效耦合,为完善科技人才供给体系、提升新质生产力发展质量提供制度化路径与实践启示。 In response to the development demands of new quality productive forces,the structural imbalance in the scientific and technological talent cultivation system has become a critical constraint on the implementation of innovation-driven strategies.To address the fragmented,homogenized,and disconnected challenges in current talent cultivation,this study is based on the integrated development of education,science,and talent,and adopts literature analysis and systematic construction methods to examine the characteristics,problems,and logical evolution of talent cultivation under the perspective of new quality productive forces.A"three-dimensional collaborative framework"for cultivating scientific and technological talents is proposed.The framework comprises three supporting mechanisms:(1)classified support,which meets the developmental needs of different types of talents,such as basic research,technological R&D,and engineering development,through differentiated education;(2)integrated support,which builds an education system of"vertical integration across primary,secondary,and higher education"to ensure fullchain coherence in talent development;(3)collaborative support,which promotes high-frequency interaction among the industrial,educational,talent,and innovation chains through the collaboration of government,industry,academia,and research institutions.The results indicate that this three-dimensional framework can effectively break institutional barriers in talent cultivation,enhance the coupling efficiency between educational resources and innovation factors,and provide institutionalized pathways and practical insights for improving China's talent supply system and advancing the quality development of new quality productive forces.
