摘要
目的了解2021—2023年杭州市健康影响评估案例情况,梳理杭州市公共政策健康影响因素清单,为今后开展健康影响评估工作提供参考。方法基于杭州市健康影响评估信息化管理平台数据,采用案例文本分析方法对2021—2023年杭州市健康影响评估案例进行整理分析。结果2021—2023年杭州市共完成健康影响评估案例169个,评估介入节点以前瞻性为主(74.0%),前瞻性及过程性评估结果采纳率为63.4%。其中的129个公共政策健康影响评估案例中,公共服务政策占55.8%、环境建设政策占20.9%、经济产业政策占16.3%、社会治理政策占7.0%,不同政策类别涉及的健康影响因素各有侧重。结论杭州市健康影响评估工作初显成效,但仍存在不少问题与挑战。建议从部门健康共治意识强化、专家评估水平提升、健康办工作流程规范化、健康影响因素清单细化等方面采取有效措施,进一步提升杭州市健康影响评估案例的质量。
Objective To understand the situation of health impact assessment cases in Hangzhou from 2021 to 2023,sort out the list of determinants of health involved in public policies,and provide reference for future health impact assessment.Methods Based on the data of Hangzhou health impact assessment information platform,case text analysis was used to analyze health impact assessment cases from 2021 to 2023.Results A total of 169 health impact assessment cases were conducted from 2021 to 2023,most of which were prospective assessment(74.0%),and the adoption rate of prospective and real-time assessment results was 63.4%.Among the 129 public policy health impact assessment cases,public service policies accounted for 55.8%,environmental policies accounted for 20.9%,economic policies accounted for 16.3%,social governance policies accounted for 7.0%.The determinants of health involved in different policy categories have their own emphasis.Conclusion Health impact assessment in Hangzhou has shown initial results,but there are still many problems and challenges.It is recommended to take effective measures to strengthen the health responsibility consciousness of departments,improve health impact assessment level of experts,standardize the workflow of the health office,and refine the list of health determinants,in order to further enhance the quality of health impact assessment cases in Hangzhou.
