The management of laboratory safety officers in university laboratories faces challenges such as poor team stability, weak sense of responsibility, and inadequate management capabilities.Based on Maslow's Hierarchy of Needs theory and integrated with Herzberg's Two-Factor theory, the study constructs a“demand oriented-continuous motivation-capability development”strategy for enhancing the capabilities of safety officers. This strategy systematically analyzes the career development needs of safety officers across five levels:physiological needs, safety, belonging, esteem, and self-actualization.Implementation strategies include optimizing work resource allocation, strengthening dual safety guarantees, establishing team development mechanisms, improving incentive systems, and designing diversified career development pathways,it effectively promotes the three-level improvement of safety officers, management teams, and safety management work. The strategy effectively advances the professionalization and career-oriented development of safety teams, achieving an organic integration of organizational safety goals with individual development. This provides theoretical support and practical reference for the management of university laboratory safety teams.
