摘要
高校实验室建设与管理需要合理的安全经费投入。介绍了高校实验室安全分级分类政策的实施情况,阐述了国内外安全经济政策研究现状,分析了安全投入、安全产出与安全效益的相互关系,确定了高校实验室安全经费投入绩效评价的核心指标,罗列了高校实验室安全经费投入主要使用范围,分析了实验室安全分级分类背景下追求实验室安全经费投入效益的实现途径。为高校实验室安全经费投入的科学性、合理性、针对性决策,提升经费使用绩效,高效统筹实验室发展与安全等目标实现提供一定参考。
The construction and management of university laboratories need reasonable safety investment.This paper introduces the implementation of the laboratory safety classification policy,expounds the safety economic policy research at home and abroad,analyzes the safety investment,safety output and safety benefits,determines the core index of performance evaluation of the laboratory safety funds,lists the main scope of the use of the laboratory safety classification.It provides some reference for the scientific,rational and targeted decision-making of university laboratory safety funds investment,improving the performance of the use of funds,and efficiently coordinating the development and safety of laboratory.
