摘要
中俄作为地理毗邻大国,经贸合作历史深厚,且两国区域发展政策均已提升至国家战略高度,为“东北—远东”地区合作奠定了坚实基础。然而,当前区域对接仍面临诸多问题,阻碍了前景良好的合作项目推进,限制了合作潜力释放,其根源在于深层次结构性制约。本文基于历史逻辑、发展态势、现实困境与路径选择的分析框架,指出区域合作存在市场机制发展不充分、地方合作机制不健全、产业结构不合理等现实挑战。未来,需要在政策与营商生态优化、地方合作机制创新、基础设施互联互通强化和科技与产业合作深化等方面实现协同推进。
China and Russia,as geographically adjacent major powers,share a deep history of economic and trade cooperation.Both countries have elevated their regional development policies to the level of national strategy,laying a solid foundation for cooperation in the"Northeast China-Russian—Far East"region.However,current regional integration still faces numerous challenges,hindering the advancement of promising cooperative projects and limiting the full realization of cooperation potential.The root lies in deep-seated structural constraints.Based on an analytical framework encompassing historical logic,development trends,practical dilemmas,and pathway selection,this paper points out that regional cooperation faces practical challenges such as underdeveloped market mechanisms,inadequate local cooperation mechanisms,and an irrational industrial structure.In the future,coordinated efforts are needed in areas including the optimization of policies and the business environment,innovation in local cooperation mechanisms,strengthening infrastructure connectivity,and deepening scientific,technological,and industrial collaboration.
