摘要
挥发性有机物(VOCs)是臭氧(O_(3))和细颗粒物(PM_(2.5))的重要前体物,其精准管控对空气质量改善至关重要。化工行业作为VOCs排放的重点领域,因生产工艺复杂、无组织排放突出、治理技术水平参差不齐,成为制约区域空气质量提升的关键因素之一。以江西省为例,结合政策要求与行业现状,系统分析了化工行业VOCs治理的必要性及现存问题,并提出针对性管控对策。研究表明,江西省化工企业分布广、规模小、技术水平偏低,存在VOCs源头控制不力、无组织排放突出、综合治理效率低、园区监管能力薄弱等问题,针对上述问题,研究从“源头-过程-末端-管理”全链条提出了管控建议,旨在为国内化工行业废气治理提供科学参考,推动产业向绿色低碳高质量发展转型,助力空气质量持续改善。
Volatile organic compounds(VOCs)are important precursors of ozone(O_(3))and fine particulate matter(PM_(2.5)),and their precise management is considered crucial for air quality improvement.The chemical industry was recognized as a key source of VOC emissions,and it is one of the critical factors constraining regional air quality enhancement due to its complex production processes,prominent unorganized emissions,and inconsistent abatement technologies.This study takes Jiangxi province as a case study to systematically analyze the necessity and existing problems of VOC control in the chemical industry based on policy requirements and industry conditions.Targeted management measures are then proposed accordingly.The findings indicate that chemical enterprises in Jiangxi are widely distributed,mostly small in scale,and generally at a relatively low technological level.They face problems such as ineffective source control of VOCs,prominent unorganized emissions,low overall treatment efficiency,and weak regulatory capacity in industrial parks.In response,this study proposes management measures covering the entire chain from“sourceprocess-end-management,”with the aim of providing a scientific reference for VOC control in the domestic chemical industry,promoting green,low-carbon,and high-quality industrial development,and contributing to the continuous improvement of air quality.
