摘要
党的二十届四中全会提出建设强大国内市场,加快构建新发展格局。数字经济创新了市场空间、开拓了消费渠道,是建设强大国内市场的加速器。文章通过分析2013-2024年我国数字经济、消费和全国统一大市场建设情况发现,2020年以后数字经济对全国统一大市场建设的推动效率提高,同时数字经济通过消费促进全国统一大市场建设效应不断提升,扩大消费规模和促进消费升级的作用尤为明显。立足宏观经济现状,运用税收杠杆扩大消费规模、提高当前规模化消费品的品质可以为宏观经济政策工具发挥作用争取时间,短期与中期政策杠杆有机融合是全国统一大市场建设从量到质演进的可行路径。受区域经济发展基础的影响,数字经济与全国统一大市场建设在主要城市群发展较好。依托数字技术和市场设施的强力支撑,东部地区市场建设可以强力带动中部市场规模化发展,东部和中部地区市场建设趋于一体化,高效地对接全国需求,促进区域协调发展。鉴于市场设施高标准联通是数字经济通过提振消费促进全国统一大市场建设的重点,市场监管公平统一是短板的问题,提出创新数字协同监管模式,坚实数字技术发挥作用的环境基础,加大力度支持欠发达地区弥补市场设施短板等建议。
The construction of a unified national market has a profound impact on the process of regional coordinated development in China.The digital economy isn’t limited by time and space,has innovated market space,opened up consumption channels,and effectively promoted the construction of a unified national market.Through in-depth analysis of China's digital economy,consumption,and the construction of a unified national market from 2013 to 2024,it is found that the digital economy is closely linked to the construction of a unified national market.After 2020,the efficiency of the digital economy in promoting the construction of a unified national market has been improved.At the same time,the effect of the digital economy on promoting the construction of a unified national market through consumption continues to increase.The scale and upgrading of consumption are strong guidelines for the construction of a unified national market.Based on the current macroeconomic situation,using tax leverage to expand consumption scale,improve the quality of current large-scale consumer goods,and buy time for other macroeconomic policy tools to play a role in the medium term,the organic integration of short-term and medium-term leverage is a feasible path for the development of a unified national market from quantity to quality.Due to the profound influence of regional economic development foundations,both the digital economy and the construction of a unified national market have shown a lock-in trend towards major city clusters.However,the support of digital technology and market facilities has effectively radiated and driven the large-scale development of the central market in the eastern region.The integration process of the markets in the eastern and central regions has accelerated,and it has been able to efficiently meet national demand and promote regional coordinated development.In response to the research findings that high standard connectivity of market facilities is a key factor in promoting the construction of a unified national market through boosting consumption in the digital economy,and that fair and unified market supervision is a shortcoming,a digital innovation collaborative supervision model is proposed to use digital technology to firmly guide the construction of a unified national market,and to increase support for underdeveloped areas to make up for the shortcomings of market facilities.
