摘要
本文测度了2010年和2020年中部六省地市级研究单元人口发展和低碳经济发展指数,分析二者时空演变特征及“双协同”格局演变.研究发现:十年间中部六省人口发展水平提升,整体差异扩大,各省围绕省会城市人口发展水平迅速提升趋势明显;低碳经济发展水平提高,发展差异缩小,不同省份面临不同发展态势;中部六省人口发展与低碳经经济的协同类型从协调过渡型向协调提升型转变明显,武汉市成为唯一优质协调城市.然而,2020年人口发展滞后型城市仍占研究单元总数88.75%,人口发展滞后已成为中部六省社会经济高质量发展的关键瓶颈;协调过渡-人口发展滞后型和协调过渡-同步发展型城市需重视人口发展滞后及低碳经济受阻问题,强化“育才、引才、用才、留才”政策支持,推动人口与低碳经济协调提升.省会周边的协调提升-人口发展滞后型城市,应明确特色产业定位,规避与省会产业和人才竞争,吸引适配高端人才.
This study measures the population development index and low-carbon economy development index of prefecture-level research units in the six central provinces of China in 2010 and 2020,and analyzes their spatial-temporal evolution characteristics as well as the"dual coordination'pattern.The findings are as follows:Over the decade,the study area has seen an improvement in their population development level,while the overall disparity has widened.Notably,a prominent trend has emerged where each province has seen rapid development centered on its provincial capital city;the low-carbon economy has also advanced,with the development gap narrowing,though distinct development challenges persist across different provinces;the coordination type between population development and low-carbon economy in the six central provinces has undergone a notable shift from the"coordination transition type"to the"coordination promotion type",and Wuhan has become the only city with high-quality coordination.However,in 2020,cities with lagging population development still accounted for 88.75%of the total research units,and the lag in population development has become a key bottleneck restricting the high-quality social and economic development of the six central provinces.For cities of the"coordination transition-population lag type"and"coordination ransitionsynchronous development type",it is necessary to address lagging population development and hindered low-carbon economic growth.To this end,they should strengthen policy support for"alent cultivation,introduction,utilization,and retention"to promote the coordinated improvement of population development and low-carbon economy.For cities of the"coordination promotion-population lag type'surrounding provincial capitals,they should clarify the positioning of characteristic industries,avoid industrial and talent competition with provincial capitals,and attract high-end talents that match their development needs.
