教育强国背景下教学督导赋能“双师型”教师专业发展的逻辑、困境与推进路径

摘要 在教育强国战略引领下,高职院校“双师型”教师专业发展对支撑产业升级具有关键作用。聚焦职业院校内部教学督导赋能机制,通过解构“制度协同-能力共生-技术驱动”三维逻辑,揭示督导体系在标准缺位、主体失衡、技术滞后等维度的深层矛盾。针对性地提出“制度重构、团队升级、数字赋能、生态优化”四位一体的校本推进路径,构建以产教融合为导向、数据智能为支撑的督导新范式。研究表明,教学督导需从质量监控转向发展性支持,通过政策耦合、督教共同体建设及智慧督导平台应用,激活“双师型”教师的教学创新力与实践转化力,为职业教育内涵式发展提供制度保障与实践参照。 Under the guidance of China's educational power strategy,the professional development of"dualqualified"teachers in higher vocational institutions plays a pivotal role in supporting industrial upgrading.This study focuses on the empowerment mechanism of internal instructional supervision in vocational colleges.By deconstructing the three-dimensional logic of"institutional synergy,competency symbiosis,and technology-driven innovation",it reveals deep-seated contradictions within the supervision system,including standardized gaps,structural imbalances,and technological lag.A four-pronged school-based advancement pathway is proposed:institutional restructuring,team upgrading,digital empowerment,and ecological optimization.This constructs a new supervision paradigm oriented toward industry-education integration and supported by data intelligence.Research indicates that instructional supervision must shift from quality monitoring to developmental support.Through policy coupling,building supervisor—teacher communities,and smart platform applications,it activates"dual-qualified"teachers'pedagogical innovation and practical transformation capabilities,providing institutional safeguards and practical references for the connotative development of vocational education.
