“一动力三循环”结合提高质量-完善系统-增强稳定性管理模式对医院劳务派遣队伍稳定性的影响

摘要 目的 研究“一动力三循环”结合提高质量-完善系统-增强稳定性(improving quality-perfecting the system-enhancing stability,IPE)的管理模式对劳务派遣用工队伍稳定性的应用效果。方法 回顾性选取2020年4月—2023年4月福建省儿童医院接收的劳务派遣人员86名作为研究对象,依据管理方式的不同将入选者分为观察组(n=45)和对照组(n=41)。对照组采用常规管理模式,观察组采用“一动力三循环”结合IPE的管理模式,比较2组劳务派遣用工队伍稳定性、人员素质及用人成本。结果 观察组工龄、资深用工人员比例、大专及以上学历人员比例分别为(6.13±2.02)年、42.22%、93.33%,对照组分别为(5.17±1.90)年、21.95%、75.61%,观察组均高于对照组,且观察组离职人员比例、每年劳务派遣人均成本支出分别为26.67%、(5.27±0.45)万元,对照组分别为51.22%、(5.56±0.50)万元,观察组均低于对照组,差异均有统计学意义(P<0.05)。结论 采用“一动力三循环”结合IPE的管理模式可增强劳务派遣用工队伍稳定性,提高用工队伍素质,降低用人成本。 Objective To study the application effect of the management model of"one motivation and three cycles"combining improving quality-perfecting the system-enhancing stability(IPE)on the stability of the labor dispatch workforce.Methods A total of 86 dispatched workers admitted to Fujian Children's Hospital from April 2020 to April 2023 were selected retrospectively as research objects.They were divided into an observation group(n=45)and a control group(n=41)according to different management methods.The control group adopted the conventional management model,while the observation group implemented the"one motivation and three cycles"management model combined with IPE.The stability of the dispatched workforce,personnel quality,and employment costs were compared between the two groups.Results In the observation group,the average length of service was(6.13±2.02)years,the proportion of senior employees was 42.22%,and the proportion of employees with college degree or above was 93.33%.In the control group,these figures were(5.17±1.90)years,21.95%,and 75.61%,respectively.All indicators in the observation group were higher than those in the control group.Additionally,the turnover rate of the observation group was 26.67%,and the average annual per capita cost of dispatched labor was(5.27±0.45)ten thousand yuan,compared with 51.22%and(5.56±0.50)ten thousand yuan in the control group.The observation group had lower values in these two indicators,with statistically significant differences(P<0.05)for all comparisons.Conclusion Adopting the management mode of"one motivation and three cycles"combined with IPE can enhance the stability of the labor dispatching workforce,improve the quality of the workforce,and reduce the employment cost.
