摘要
新加坡作为一座资源禀赋稀缺且建国历史相对短暂的城市国家,凭借出色的公共管理实现了快速发展,其公共管理体系高效、透明且富有创新性。文章深入剖析了新加坡公共管理的六大特色,包括运用经济学原理提升管理效率、鼓励基层群众和民间组织力量参与管理、建立跨部门协作工作机制、重视人力资源的可持续发展、广泛引进和应用新技术以及实行动态治理。在此基础上,探讨了这些特色对我国公立医院运营管理的启示,建议我国公立医院可运用经济学原理进行管理,充分激活社区群众力量,建立跨部门工作制度,广泛应用新技术服务患者,建立贯穿职业生涯的职工培训制度,树立动态管理医院的观念,并重视引进和培养经济学、管理学人才,以提升医院运营管理水平,促进公立医院高质量发展,更好地满足人民群众的健康需求。
As a country with scarce resources and a relatively short history of establishment,Singapore has achieved rapid development through excellent public management.Its public management system is efficient,transparent,and innovative.The article deeply analyzes the six characteristics of Singapore's public management,including using economic principles to improve management efficiency,encouraging grassroots and civil society organizations to participate in management,establishing cross departmental collaboration mechanisms,emphasizing sustainable development of human resources,widely introducing and applying new technologies,and implementing dynamic governance.On this basis,the enlightenment of these characteristics on the operation and management of public hospitals in China is explored,and it is suggested that public hospitals in China can use economic principles for management,fully activate the power of community masses,establish cross departmental work systems,widely apply new technologies to serve patients,establish a staff training system that runs through their careers,establish the concept of dynamic hospital management,and attach importance to introducing and cultivating economic and management talents to improve the level of hospital operation and management,promote high-quality development of public hospitals,and better meet the health needs of the people.
