摘要
推行环境污染第三方治理已成为破解污染防治攻坚战难题的机制创新。在实践中,第三方治理机制受制于现实约束条件,又因对创新风险缺乏足够重视,预期目标难以实现。在机制创新过程中,涌现出机会主义、技术、政策、法律、转换成本五类突出风险,需要采取不同的应对措施。文章对工业园区应对机制创新风险的实践进行分析,尤其是对破解转换成本风险进行探索。
The implementation of third-party environmental pollution governance has become a mechanism innovation aimed at tackling challenges in the battle against pollution.In practice,however,this mechanism is constrained by real-world limitations and hampered by insufficient attention to innovation risks,making it difficult to achieve the expected objectives.During the process of mechanism innovation,five prominent categories of risks have emerged:opportunism,technology,policy,legal,and switching costs,each requiring distinct countermeasures.This study analyzes the practical measures taken by industrial parks to address these innovation risks,with a particular focus on the exploration of ways to resolve switching cost risks.
