摘要
大力实施乡村建设行动是推进乡村全面振兴的重要抓手,其在实践中呈现出差异化的发展路径与建设成效。基于湖北省三个村庄案例的比较研究,分析影响乡村建设实践效能的关键因素。研究发现,基层党委政府的嵌入行为和农民的参与行为的共同作用会形塑出不同类型的乡村建设实践路径和效能,分别是耦合协同型乡村建设模式、党政主导型乡村建设模式和双向脱嵌型乡村建设模式。其中,耦合协同型乡村建设模式是较为有效的路径选择,党政弹性嵌入、农民有效参与、内外协同联动是推进高质量乡村建设行动的有效实现机制。在实践中扎实推进乡村建设,必须明确乡村建设“为谁而建”“建设什么”和“怎么建设”的问题,坚持乡村建设为农民,探索多元主体协同共建机制,发挥乡村文化资源禀赋优势和数字技术的支撑作用,赋能高质量乡村建设行动。
Vigorous implementation of rural construction is an important starting point for promoting the overall revitalization of rural areas,and it reflects the development path and construction results of business alienation in practice.Based on the comparative study of three villages in Hubei Province,this paper analyzes the key factors affecting the practical efficiency of rural construction.It is found that the joint effect of the embedded actions of grassroots Party committee and government and the participation behavior of farmers shapes different types of rural construction practice paths and effectiveness:the coupled coordination type,the Party-and-government-led type,and the two-way decoupling type.The three rural construction practice modes demonstrate that the coupled and collaborative mode is the most effective path.Flexible embedding by the Party and government,effective participation of farmers,and the internal-external coordination are crucial strategies for promoting high-quality rural construction.To effectively promote rural construction in practice,it is necessary to clarify the questions of“for whom to build”,“what to build”,and“how to build”.Efforts should adhere to the principle of constructing rural areas for the benefit of farmers,explore the collaborative co-construction mechanism of multiple subjects,give play to the advantages of rural cultural resources endowment and the supporting role of digital technology,and enable high-quality rural construction actions.
