摘要
随着脱贫攻坚向乡村振兴转型,部分脱贫地区的基层政府对产业项目的态度从积极谋划转为谨慎回避。本文基于“结构—风险/绩效—行动”框架,深入分析了L县产业发展的案例,探讨了这一转变的原因。研究发现,在脱贫攻坚向乡村振兴转型过程中,产业项目的政策结构发生了显著变化。一是权责从县级向乡级转移;二是资金管理更加严格;三是评估标准由过程导向转为结果导向。这些变化导致基层政府发展产业的激励环境由“低风险高绩效”的稳健型转变为“高风险低绩效”的防御型。因此,在乡村振兴时期,基层政府对产业项目的态度从“积极”转为“谨慎”,行动策略从“亮点竞赛”转为“风险规避”。
With the transition from poverty alleviation to rural revitalization,grassroots governments in some formerly impoverished areas have shifted their attitudes toward industrial projects from proactive engagement to prudent avoidance.This study,based on the“structure-risk/performance-action”framework,conducts an in-depth analysis of the industrial development case in L County and explores the reasons behind this shift.The study finds that during the transition from poverty alleviation to rural revitalization,the policy structure of industrial projects underwent significant changes.Specifically,first,administrative responsibilities were shifted from the county level to the township level;second,financial management became more stringent;and third,evaluation criteria shifted from process-oriented to results-oriented.These changes have shifted the incentive environment for grassroots governments in industrial development from a“low-risk,high-performance”stable model to a“high-risk,low-performance”defensive model.Therefore,during the rural revitalization period,the practices of grassroots governments toward industrial projects has shifted from proactive to prudent,and their implementation strategy has changed from a“competition for highlights”to“risk avoidance”.
